- Governor Ducey announced Executive Order: 2020-20, Expanding Access to Pharmacies. Allows for emergency refills and refills up to 180 day supply.
- Governor Ducey made a request to the US Secretary of State and the USDA to assist Arizona's dairy farmers by finding solutions to restart the international export of products to Mexico. Press release can be found here.

here. - Governor Ducey announced a Town Hall Meeting to answer COVID-19 questions. The hour-long
commercial free broadcast is scheduled for Thursday, April 2, 2020 at 6:00 pm and will be aired on
PBS Arizona, ABC15, and CW61. - A standing coordination call between the Pinal County EOC and local jurisdictions response groups is scheduled for Monday through Saturday at 12:30 pm. (Call-in number: 518-734-0082 ; PIN: 132 595#).
- Honeywell announced that it is adding manufacturing capabilities in Phoenix to produce N95 face
masks in support of the U.S. government’s response to COVID-19. Honeywell anticipates that the
new mask production line in Phoenix will create more than 500 new jobs in Arizona.

- The Arizona National Guard Task Force Logistics has been activated. Nearly 1000 members have been activated to assist retail grocers with transport and stocking of groceries.

- The Arizona National Guard Task Force Logistics has been activated. Over 700 members have been placed on missions to assist retail grocers with transport and stocking of groceries.

- GRHC Leadership/IMT will be meeting at the Red Tail Hawk Facility to devise a field hospital plan to treat lower acuity patients should a surge occur at HHK.

- Hand sanitizer has been ordered in 50 gal drums. As it arrives it will be distributed to key areas

- Governor Lewis requested a Filter be designed for social media

- Enterprise Liaison update: following up on resource capacity based on 04/02 conversation. Requested direction regarding whether or not employee screening was mandatory for the businesses. Governor Lewis suggested that legal council be brought in on this.
- Logistics update: PPE orders are consistently being delayed due to the possibility of federal agencies receiving supplies first. OEM is tracking expenditures. Received a small supply of PPE from the county which is the last of the SNS supplies.
- ESF #8 GRHC update: conversations are occurring between GRHC and Dignity Health regarding the sharing of plans and resources, including pharmaceuticals and specialty Physicians (via mobile platforms). Dignity Health is expecting patient surges to occur as early as 04/10, be at full capacity by 04/18 and by 04/22 be critical on PPE supplies.
April 2, 2020 @ 1800hrs

- Developing a Q&A piece
- Developing scrolling messages for Gila River Broadcast channels
- Developing numerous educational and informational messages
- ESF #2 MIS is working with GRTI on identifying community alerting/texting options for informational and emergency messaging. Also working with THD an setting up a community hot line for not health related questions.
- ESF #4 GRFD updates: suspending annual/follow up inspections, conducting weekly PPE inventories, reviewing staffing contingencies, changing cleaning practices to preserve medical gloves.
- ESF #5 EOC is working out the logistical plans for the food distribution on Friday
- ESF #8 EMS received new COVID-19 guidelines from ADHS that are an attempt to reduce the spread of the virus during certain procedures that are high risk. Continued accountability for PPE is occurring through a stop-loss plan and burn rate projections.
- ESF #8 GRHC updates: Public Health Nursing (PHN) are expanding services to 7 days/week. COVID-19 testing turn around remains at 2-3 days. EMS Division Chief Patrick Peterson has assumed the Incident Commander role for the GRHC Incident Management Team. Continuing to develop plans, hire personnel and purchase equipment to increase level of care capabilities and capacities. 1 Bio Fire testing machine in en route but the testing cards are still 3-12 weeks out. Ventilators have been ordered and are 3-8 weeks out. There is a current stock of 1200 swab type tests. Developing surge plans and partnerships. Pharmacy is now offering drive-up pharmacy pick-up.
- ESF #13 GRPD continues to perform Elder welfare checks. Staff screening forms were disseminated to all supervisors for use.
- Unified Command will be scheduling a coordinating meeting with the Community Services Department to express the thankfulness to each of the District Service Center employees and volunteers and to share how important their role in the community is.
- Enterprises updates: identifying assets, supplies, resources, staffing, space, facilities and storage that may be useful to the community. May be able to assist in future food distribution planning, logistics and operations.
April 1, 2020 @ 1830hrs
- Community Council Meeting occurred. A leadership and attendee screening plan was developed and put into place (see plans below).
- Joint Information Center Update:
- Working w/CSD to get feedback on a color coded communications system for Elders in the community to identify needs, various social media campaigns, a new door hanger and an Elder resource guide
- GRPD started a new daily screening process for their Officers

- Gila River Health Care updates: EMS Division Chief Patrick Peterson is assuming Command of the GRHC Incident Management Team. Continued focus on PPE accountability. In the manufacturers delivery que for the Bio Fire analyzers and ventilators. Continuing to identify additional testing options. Increasing Tele Medicine capabilities. Identifying and decreasing non-essential staff and services at facilities. Discussing hazard pay to maintain essential staff. Adding uniform laundering options to minimize virus spread.

March 27, 2020

- An informational door hanger was produced, printed and delivered to the District Service Centers. Delivery is in progress with CPOA and GRPD assistance
- Working with Gila River Broadcasting on a series of COVID-19 content videos, reporting and scrolling information
- Governor Lewis requested on 3/26 a GRIC COVID-19 Response brand be created that would be consistent in sharing a common safety message. GRHC PR has created this and is awaiting final approval
- 03/27 Community Press Release regarding relief payment to community members
- District 1 confirmed case has been on self-quarantine and has been receiving regular visits from Public Health Nursing (PHN) and Tribal Health Disease Surveillance (DS)
- PHN and DS has visited with the residents in the area to share information about prevention
- On 03/27 PHN and DS assessed the patient and convinced the patient to seek medical attention. Gila River EMS transported the patient to an outside hospital for care.
- Emergency Operations Center continues to procure and distribute personal protective equipment and essentials throughout the community (a separate report on specifics can be made available)
- The Emergency Operations Center received a milk and egg delivery through the Gila River Casinos vendors 03/27 at 0800. Pride Group organized and pre-package the food into household bags and delivered it in refrigerated trailers to the District Service Centers for distribution to members between 1pm-4pm.
- GRPD conducted periodic welfare checks during the distributions
March 26, 2020

- Gila River Sand & Gravel is open full-time as a designated essential service
- GRTI and subsidiaries are at 65% work from home status. Critical functions are being provided to the Community
- Per Executive Order the GRIC VITA program is closed until April 23
- First Responder departments continue to review and update their processes and protocols
- The EMS department is looking into applying for the AZDHS Treat & Refer program that will potentially give the department additional ability to be more fluid in treatment protocols
- Gila River Health Care continues on its objectives of 1) Provide care to all patients as a result of the COVID-19 event. 2) Provide for the safety of GRHC staff. 3) Conduct initial and ongoing communications with internal and external response partners. 4) Conduct screening for all patients and visitors at main entry points of each facility.
- HHKM Emergency Department admittance procedures for patients arriving by ambulances and police vehicles has been updated for safer entry. EMS and Police departments have been advised.
- GRHC has a signed contract with the equipment manufacturer for COVID-19 testing. No delivery date has been specified.
- The Emergency Operations Center will be receiving a food delivery from the Gila River Casinos vendors tomorrow by 0800. Pride Group will organize and pre-package the food into household bags and deliver in refrigerated trailers to the District Service Centers where the Service Centers will organize and offer drive-up delivery for members.
March 25, 2020

- The Family in District 1 who is on self-quarantine due to a COVID-19 positive result, is receiving regular visits from Public Health Nursing and Tribal Health. The EOC is working on obtaining a temporary phone solution for the family.
- The EMS department updated their response plan to placing a mask on every patient they encounter and donning a mask for every call for service. This is in effort to slow the spread.
- The EMS department is adopting guidelines to minimize any procedures that may aerosolize the virus
- The Police Department continues its effort to conduct regular welfare checks at the Elderly Complexes
- The Police Department has a working response plan that continues to be updated as guidelines change
- The Fire Department developed work order updating their response plan
- Gila River Health Care continues on its objectives of 1) Provide care to all patients as a result of the COVID-19 event. 2) Provide for the safety of GRHC staff. 3) Conduct initial and ongoing communications with internal and external response partners. 4) Conduct screening for all patients and visitors at main entry points of each facility.
- Community Court has postponed all jury trials until further notice

- Gila River Indian Community Office of Emergency Management receives personal protective equipment for first responders and health care workers from the Strategic National Stockpile (SNS). This PPE is being pushed to the departments in need

Task Force Directives
The Governor’s COVID-19 Task Force and the Gila River Indian Community’s Emergency Operations Center is tasked with the following directives;
- Provide public health and health care related technical guidance to the Community’s Leadership, Departments, Organizations and Enterprises
- Provide information and messaging to the Community through the development of a Joint Information Center (JIC)
- Provide logistical and resource assistance to the Community Services Department who is the lead department in identifying and providing for the community district needs
